Possible solution to content pack

So when you do a "clean" install of gmod you get with it portal 2 except without the files??? I assume the creator of the client left his portal 2 installed while he was making it because it's his gmod we're playing. So all the creator has to do to get the content pack is to have half life 2, half life source ep 1 ep 2 etc. installed while making the client. Then the user downloads the content pack from cs cheater and now the user can play happily
